QazTrade experts discussed with representatives of the EU the implementation of the EU Border Carbon Adjustment Mechanism.
This meeting has been orgonised for government agencies, organizations, associations and the business community of Kazakhstan.
From JSC “QazTrade” Deputy Director General of the Company Nurlan Kulbatyrov and Director of the Department of subsidies and safeguard measures Ainur Amirbekova participated the meeting.
The Kazakh side, as part of the consultation meeting, asked for clarification on the accredited companies, which will estimate the level of emissions, as well as the current level of emissions of EU companies by industry.
– The EU documents said that if it were not possible to estimate the level of emissions, then the worst EU installations would be taken for the calculations. Therefore, we need to understand what our export-oriented business should look up to. In addition, we asked our European colleagues a document ranking the exporting countries in the EU by industry and depending on the level of emissions, – explained Ainur Amirbekova.
The parties agreed on the need to develop a methodology regarding the mechanisms of levying, import, export and other relevant issues regarding the carbon tax. This will prepare Kazakh exporters of processed goods to the European Union for the forthcoming innovations.
JSC “QazTrade” as part of the work to form a coherent and effective policy in the areas of foreign and domestic trade is actively working to analyze the impact of decarbonization measures in the world on trade in Kazakhstan, identifying sensitive industries, development of preventive measures and the development of “green finance”.
In addition, “QazTrade” conducts explanatory work for exporters on the implementation of the SCP and the risks posed by the SCP mechanism. Thus, last October the first business workshop “Smart Export” was organized, aimed at improving the competence of domestic companies in export activities. More than 900 participants from more than 400 exporting companies attended the business workshop.
The workshop included a course on “Transition to Green and Low-Carbon Economy,” which focused on the border carbon tax, the mechanism of customs carbon adjustment under the EU Concept, as well as environmental measures and promising projects on decarbonization to align Kazakhstani business.
