Algorithm for export of crop products to the PRC
1. An entrepreneur shall send a request to the regional territorial inspection department of the State Inspection Committee (TID SIC in the agro-industrial complex (AIC)) to include the enterprise in the foreign REGISTER.
2. TID of SIC in the agro-industrial complex will send the entrepreneur a questionnaire and a table for filling out an application, then check and supplement the materials filled out by the entrepreneur. (The application shall be filled out in any form)
3. TID of SIC in the agro-industrial complex shall conduct a preliminary inspection of the enterprise for compliance with the information declared by the entrepreneur.
4. TID of SIC in the agro-industrial complex shall send to the SIC in the agro-industrial complex of the Ministry of Agriculture a positive conclusion based on the results of the preliminary inspection and completed questionnaires.
5. The SIC in the agro-industrial complex of the Ministry of Agriculture shall send to the Main Customs Authority (MCA) of the People’s Republic of China a request from several enterprises on this type of products, materials, a positive conclusion of the preliminary inspection and questionnaires.
6. The MCA of the PRC shall conduct a risk assessment based on the submitted materials, following the results of which a decision is made on inclusion in the REGISTER under the guarantee or on the MCA inspection.
7. MCA of the PRC shall include in the REGISTER under the guarantee of the quarantine service of the Republic of Kazakhstan (bran, soybeans, corn, barley, medick, rapeseed meal, flour, flax, wheat feed flour) or MCA shall conduct on-site inspection of several enterprises, in case of a positive conclusion of the inspection, it shall be included in the REGISTER.
8. MCA of the PRC shall publish the REGISTER – a list of enterprises entitled to supply products to the PRC. An entrepreneur, whose enterprise is included in the REGISTER, receives a phytosanitary ceTIDficate for the export of crop products.
9. An entrepreneur, whose enterprise is included in the REGISTER, receives a phytosanitary ceTIDficate for the export of crop products.
Algorithm for export of livestock products to the PRC
1. How to get into the register of exporters?
The algorithm of actions of entrepreneurs for inclusion of Kazakhstan enterprises in the Register of the Main Customs Authority of the PRC (MCA of the PRC), which have the right to supply livestock products to the PRC:
1. An entrepreneur shall send to the Committee for Veterinary Control and Supervision of the Ministry of Agriculture (CVCS) or the Territorial Subdivision of the CVCS a request to include the enterprise in the REGISTER of the MCA of the PRC – the List of registered foreign enterprises entitled to supply products to the PRC.
2. CVCS will send the entrepreneur a questionnaire for filling out an application, then check and supplement the questionnaire completed by the entrepreneur.
3. The regional territorial inspection of the CVCS (TID CVCS) shall conduct a preliminary inspection of the enterprise for compliance with the information declared by the entrepreneur.
4. TID CVCS will send a positive conclusion based on the results of the preliminary inspection to the CVCS of the Ministry of Agriculture.
5. The CVCS of the Ministry of Agriculture shall send to the MCA of the People’s Republic of China a request from several enterprises for this type of product, a questionnaire, a positive conclusion of the preliminary inspection for inclusion in the REGISTER under the guarantee of the Veterinary Service of the Republic of Kazakhstan or following the results of an on-site inspection of the MCA of the People’s Republic of China
6. The MCA of the People’s Republic of China will conduct a documentary analysis of the submitted materials, based on the results of which a decision will be made on inclusion in the REGISTER under the guarantee of the Veterinary Service of the Republic of Kazakhstan or on conduct of an on-site inspection of the Main Customs Authority.
7. MCA of the PRC will include in the REGISTER under the guarantee of the Veterinary Service of the Republic of Kazakhstan (for example, fish) or MCA will conduct an on-site inspection of several enterprises, following the results of the inspection, in case of a positive conclusion of the inspection, they will be included in the REGISTER.
8. MCA of the PRC shall publish the REGISTER – a list of enterprises entitled to supply products to the PRC.
9. An entrepreneur, whose enterprise is included in the REGISTER, will receive a permit for the export of a consignment of goods, a veterinary ceTIDficate for the export of livestock products.
For reference:
To date, there are signed protocols with China on the export of 19 types of crop and livestock products, including wheat, flax seeds, barley, medick, corn, wheat bran and feed, rapeseed meal, wheat flour, soybeans, fish products, honey, wool, dairy products, equidae animals, equidae animals for slaughter, beef, lamb and pork. In total, 566 enterprises with the right to export to China are included in the Register, including 486 enterprises for crop production, 80 enterprises for livestock production.
DOCUMENTS REQUIRED FOR CUSTOM CLEARANCE
Documents required for customs clearance for export from Kazakhstan:
- copies of constituent documents;
- export contract (purchase and sale contract);
- transaction passport – obtaining the account number of the contract (to be drawn up in the bank);
- invoice;
- bill of lading – CMR, RWB or AWB (issued by a logistics company);
- packing list (provided by the product manufacturer);
- a document confirming the commodity nomenclature of goods subject to foreign trade code (to be provided by the product manufacturer or an expert organization);
- documents confirming the passage of export control (for example, phytosanitary or veterinary certificate);
- certificate of origin for goods.
Documents required for customs clearance when impoTIDng into the PRC:
- export contract (purchase and sale contract);
- invoice;
- bill of lading – CMR, RWB or AWB;
- packing list;
- document confirming the Customs commodity code of goods;
- documents confirming food safety (veterinary certificate);
- certificate of origin for goods;
- original label and its translation into Chinese;
- composition, nutritional and energy value (COA) with translation into Chinese;
- analysis report and its translation into Chinese (Analysis report);
- certificate of bottling date.
