Serik Zhumangarin was born in 1969 in Aktobe.
Graduated from the Moscow Order of Lenin and the Order of the October Revolution Energy Institute, Karaganda State University named after E.A. Buketov, International Academy of Business.
In 1993-2004 he was engaged in entrepreneurial activity.
In 2005-2006 — Deputy Head of the Department of Economics and Budget Planning of Aktobe; Head of the Department of Entrepreneurship of Aktobe.
In 2006-2007 — Deputy Head of the Department of the Agency of the Republic of Kazakhstan for Regulation of Natural Monopolies in the Aktobe region.

September 2, 2022 By the Decree of the President of the Republic of Kazakhstan, he was appointed Deputy Prime Minister – Minister of Trade and Integration of the Republic of Kazakhstan.
On September 8, 2022, he was elected a member of the Board of Directors of the joint-stock company “Center for the Development of Trade Policy “QazTrade”.
