On August 18-19, 2022, JSC «QazTrade» held working meetings with export-oriented enterprises of Kostanay region: LLP «KamLit KZ», LLP «SaryarkaAvtoProm», JSC «Agromashholding KZ», LLP «BEEF EXPORT GROUP», LLP «Kostanay Flour Milling Company», LLP «MILH» and LLP «Agniy».
The Regional Export Council took place in Kostanay region on August 19 with the participation of more than 60 exporters of the region, Deputy Akim of Kostanay region Arman Abenov, Director of the Department of the Ministry of Trade and Integration of the Republic of Kazakhstan Omerbek Bashtai, Managing Director of JSC «QazTrade» Aibek Sagynayev, Director of the Department of JSC «KazakhExport» Almagul Mazhenova and Deputy Director of JSC «Qazindustry» by Gulnar Saukenova.
During the Regional Export Council, Aibek Sagynayev explained the existing tools for supporting exporters from the Ministry of Trade and Integration of the Republic of Kazakhstan and JSC «QazTrade» (reimbursement of part of export costs, export acceleration program, launch on international electronic platforms, service support measures) and also answered the questions of entrepreneurs of the region.
The foreign trade turnover of Kostanay region in January-June 2022 amounted to $2.2 billion, which is 7.9% more than the same period in 2021. The volume of non-primary exports of the region increased by 75.6%, amounting to $271.4 million. Flour, bran, cars and trucks, artificial corundum, vegetable oils, meat and meat offal, as well as iron bars occupy the main share in the export structure.
Many exporters in the region actively cooperate with JSC «QazTrade» and use support measures. Only in 2022, 9 companies in the region (Grain Industry Trading House LLP, Bread House LTD LLP, BEEF EXPORT GROUP LLP, Kostanay Melkombinat JSC, Asalia LLP, SaryarkaAvtoProm LLP, Atameken-Dos LLP, Agromashholding KZ JSC, LLP KZSO Agniy) they became participants in the Export Acceleration Program.
Also, in 2022, 8 companies (Grain Industry Trading House LLP, Best Kostanay LLP, Salamat Company LLP, Aruana-2010 LLP, Kostanay Flour Milling Company LLP, BEEF EXPORT GROUP LLP, Atameken Dos LLP, Hermes 4 LLP) received a «Golden Account» on the Alibaba platform.
In 2021, 41 exporting companies in the region received reimbursement of part of export costs in the amount of 3,4 billion tenge.
At the same time, entrepreneurs of Kostanay region actively apply service support measures of JSC «QazTrade». So, in 2022, 5 companies (DEP LLP, Rakhmat KST LLP, Azimut LLP, Kazak Uny LLP, Hermes 4 LLP) took part in Trade and economic missions abroad (Iran, Uzbekistan, Georgia, Kyrgyzstan, Tajikistan, Azerbaijan and Russia).
In addition, the meeting was attended by the regional representative of JSC «QazTrade» in Kostanay and North Kazakhstan regions – Butabayev Askar Manarbekovich, whose competence includes interaction and support of exporters in the region.
Following the meeting of the Regional Export Council, business representatives expressed interest in the need for further continuation of work on the application of various mechanisms of state support for exports.
Also, during the regional Council of Exporters, changes were touched upon in the Rules for Reimbursement of part of the costs of subjects of Industrial and Innovative Activities for the promotion of domestic goods and services of the manufacturing industry, approved by the order of the Acting Minister of Trade and Integration of the Republic of Kazakhstan dated August 1, 2022 No. 314-NK, according to which the procedure for reimbursement was radically changed, and some goods, including flour and cereal products and the production of meat and meat by-products are classified as low-value goods, which is why these goods do not fall under compensation.
During the discussion of this issue, it was decided to organize a meeting on the basis of the National Chamber of Entrepreneurs «Atameken» in the near future with the involvement of representatives of interested central government bodies, Akimat and millers of Kostanay region, as well as representatives of the Union of Grain Processors of Kazakhstan.

Kustanay Flour Milling Company LLP is engaged in the production of wheat flour, bran and sunflower oil. Exports products to such countries as: Afghanistan, Uzbekistan, Russia, Kyrgyzstan, Tajikistan, Mongolia, Iran, China, Poland. In 2022, the company is a member of the export acceleration, and also received a «Golden» account on Alibaba.
KZSO Agniy LLP is a manufacturer of grain cleaning, transporting equipment. The company provides its services throughout Kazakhstan. There are plans for export. The company is a member of the export acceleration.
MILKH LLP is a manufacturer of high-quality products made from natural milk. Currently, the company produces more than 100 types of dairy products. There are regular export deliveries to the Russian Federation.
KamLit KZ LLP, together with KAMAZ PJSC, is building two factories for the production of automotive components on the territory of the Industrial Zone: the production of cast iron casting with a capacity of up to 45 thousand tons of castings per year, namely the production of cylinder blocks, cylinder heads and solid-cast crankcase bridge beams for trucks. The first «melting» is scheduled for December 2023. The expected number of new jobs created at the plant is over 300 people;
At the same time, the last 2 manufacturing enterprises, after negotiations, are considering the possibility of participating in existing export support programs from JSC «QazTrade».
